SUMMARY:4. HIV Case-Based Surveillance and Patient Monitoring
DESCRIPTION:\nBackground\nHIV case-based reporting and patient monitoring is essential for ensuring quality and continuity of HIV care and treatment by generating data  along the course of HIV disease from diagnosis to entry into care\, initiation of ART and viral suppression. It enables programmes to monitor the treatment and health status of patients over time\, and performance across health facilities and geographic settings.  \n\n\n\nThe aim of the course is to provide participants with practical guidance on how to design and implement systems for HIV case reporting and patient monitoring  through the use of longitudinal and other information collected within these systems.  \n\n\n\nThe course will start with introductory presentations on components and functions of HIV case reporting and patient monitoring and the principles of the analysis of the cascade of HIV care and treatment services. Presentations will outline an essential minimum data set for patient monitoring and case reporting\, generic patient monitoring tools (including patient cards\, register and cross-sectional and cohort reporting forms) and priority global and national indicators that use the HIV patient monitoring system as a key data source and methods for collection. \n\n\n\nOther topics that will be  addressed include key issues in the analysis of  cohorts of patients in HIV care and treatment programmes\, aggregation of data across the facilities\, principles of cohort data analysis and the use of data to improve the programme performance at various levels. The course will also describe the  methods used to monitor Early Warning Indicators of HIV drug resistance\, and the types and methods used in HIV drug resistance surveillance.  \n\n\n\nExercises will illustrate the most common challenges in data collection\, use and reporting.   \n\n\n\n  \nLearning objectives\n\n\n\n\nUnderstand components and functions of HIV case reporting and patient monitoring\nUnderstand types of tools and registers needed in setting up these systems\, and electronic reporting and linkage\nApply the concept of a cohort to ART monitoring and evaluation\nOrganize cohort data collected through routine patient monitoring\nCalculate key indicators of HIV care and treatment programmes\nInterpret case reporting and patient monitoring data to enhance capacity for HIV programme monitoring\nGain skills in conducting ART cohort analysis \nUnderstand the principles and methods of HIV drug resistance surveillance\n\n\n\n\n  \nKey topics \n\n\n\n\nRecent developments in HIV case reporting and patient monitoring \nCore set of indicators for HIV patient monitoring along the HIV cascade\nData collection tools used in case reporting and HIV patient monitoring\nUnique patient IDs and de-duplication \nPreparing and interpreting the cross-sectional and cohort treatment report\nApproaches to tracking and linking patients across time and health service delivery points\nAggregation of cohort data across facilities and data periods \nPrinciples of ART cohort analysis and how it can be used for programme monitoring\nSpecial considerations for MNCH and HIV-exposed infant patient monitoring \nSpecial considerations for TB/HIV patient monitoring \nData management processes in HIV case reporting and programme monitoring\n\n\n\n\n  \nTeaching methods\n\n\n\nThe course consists of lectures\, case studies and exercises.  \n\n\n\nDuring group/ individual work participants are expected to develop protocols for HIV patient monitoring or case reporting systems. Alternatively\, participants can opt for doing data analysis using HIV cohort data (the dataset will be provided by course organisers).
