4. HIV Case-Based Surveillance and Patient Monitoring

HIV case-based reporting and patient monitoring is essential for ensuring quality and continuity of HIV care and treatment by generating data  along the course of HIV disease from diagnosis to entry into care, initiation of ART and viral suppression. It enables programmes to monitor the treatment and health status of patients over time, and performance across health facilities and geographic settings. 

The aim of the course is to provide participants with practical guidance on how to design and implement systems for HIV case reporting and patient monitoring  through the use of longitudinal and other information collected within these systems. 

The course will start with introductory presentations on components and functions of HIV case reporting and patient monitoring and the principles of the analysis of the cascade of HIV care and treatment services. Presentations will outline an essential minimum data set for patient monitoring and case reporting, generic patient monitoring tools (including patient cards, register and cross-sectional and cohort reporting forms) and priority global and national indicators that use the HIV patient monitoring system as a key data source and methods for collection.

Other topics that will be  addressed include key issues in the analysis of  cohorts of patients in HIV care and treatment programmes, aggregation of data across the facilities, principles of cohort data analysis and the use of data to improve the programme performance at various levels. The course will also describe the  methods used to monitor Early Warning Indicators of HIV drug resistance, and the types and methods used in HIV drug resistance surveillance. 

Exercises will illustrate the most common challenges in data collection, use and reporting.

Teaching methods

The course consists of lectures, case studies and exercises. 

During group/ individual work participants are expected to develop protocols for HIV patient monitoring or case reporting systems. Alternatively, participants can opt for doing data analysis using HIV cohort data (the dataset will be provided by course organisers). Results of the group/ individual work will be presented on the last day of the course.
